Build a minimal VIC School Reports replacement using Next.js (React) + PostgreSQL, Docker, Stripe for one‑time token pack purchases, and OpenAI (or similar) for generation. Core features in scope: account registration (nicknames/codes, no PII storage), token wallet (buy 50/150/500 packs), workspace to select student/subject/year level/achievement level, prompt templating, LLM call to generate editable report comments, token debit per generation, edit/approve/export (copy & CSV). Out of scope: Compass platform integration, training proprietary LLMs, institutional bulk billing.
