Build a single-page wheel spinner app using React, TypeScript, and SVG (or Canvas) served from a static host (Vercel or Netlify). Core features in scope: option list editor (add/remove/reorder), SVG wheel renderer that maps options to colored segments, deterministic random selection with an option for uniform or recency-biased weighting, smooth spin animation that lands reliably on the chosen segment, and generation of a shareable URL encoding the option list. Out of scope: user accounts, payments, analytics dashboard. Include error handling for malformed input, unit tests for the selection algorithm, and end-to-end test of the spin flow. Provide Dockerfile for local dev and a short deploy script for Netlify/Vercel.
