Core features in scope: participant import and normalized location capture; a flight-cost estimator (either a simple distance-based heuristic or pluggable adapter for a third-party flights API); travel-policy templates (hotel per-night, per-diem, allowances); create and save multiple scenarios per event; side-by-side scenario comparison view with per-person and total breakdowns; export budgets to CSV and PDF; shareable read-only view links. Out of scope: building a production-grade flight-pricing engine, advanced itinerary-level quoting, and multi-organization billing. Include input validation, error handling, basic auth, unit tests for API endpoints, and end-to-end test for the scenario creation and export flows.
