Implement: REST API for issues/projects/cycles (CRUD + filtering), Postgres schema and migrations, React UI with issue list, issue detail, board (drag to move status), project roadmap view, user auth via GitHub OAuth and basic team ACLs, background worker for email/webhook notifications, and webhooks API. Exclude: AI agents, enterprise SSO/SCIM, advanced analytics, and commercial integrations. Include error handling, input validation, and automated tests for API endpoints and basic UI flows. Provide Docker Compose for local dev and a simple production deploy guide (Heroku/GCP).
