Build a minimal macOS menu-bar app in Swift + SwiftUI with these features: 1) status bar item with popover listing configurable items; 2) support action types: open app/deep-link, run shell script, run AppleScript, and invoke an Apple Shortcut; 3) local JSON config file with import/export; 4) preferences UI to add/edit/reorder items and enable keyboard navigation; 5) persist settings in Application Support and load at startup; 6) basic license activation stub that reads a local license token file; 7) include unit tests for config parsing and UI actions and provide a signed macOS installer workflow (notarization steps documented). Out of scope: team license server, cloud sync, analytics. Deliverables: Xcode project, instructions to build/sign/notarize, and automated tests.
