Core features in scope: 1) task runner that fetches pages (HTTP + Playwright headless fallback) with proxy support and retries, 2) store snapshots and metadata in Postgres, 3) change-detection pipeline that diffs snapshots and applies noise filters, 4) webhook delivery with retries (Slack/Discord/custom), 5) minimal REST API and single-page dashboard to create monitors and view change history. Out of scope: building a commercial CAPTCHA-solving farm, multi-tenant billing, and enterprise SLA tooling. Include logging, error handling, unit/integration tests for fetcher, diff engine, and webhook sender, and provide a Docker Compose deployment and basic monitoring alerts.
